# Ukraine's state energy loan for private houses: how the 20–30% repayment works

## Key takeaways

- Owners of private houses can borrow 10,000–UAH 480,000 for up to 10 years for batteries, solar panels and generators.
- Interest is 0% for 1 year, 5% for 2 years or 7% for 3 years; then the bank's rate.
- The state repays 20%, 25% or 30% of the loan once, depending on the kit.
- The EBRD ESSF loan with a 15% grant is the alternative — one or the other, not both.

Owners of private houses in Ukraine can finance backup power — batteries, solar panels, a generator and their installation — with a state-supported loan from a partner bank, and the state repays part of the loan once the equipment is installed. This article explains the terms and how they compare with the EBRD-backed alternative.

## The loan

- From 10,000 to UAH 480,000 for up to 10 years, from one of more than 40 partner banks.

- Interest: 0% for a loan of up to 1 year, 5% for up to 2 years and 7% for up to 3 years; after the third year the bank's own rate applies.

- One loan per address.

## What the state repays

After the purchase and installation are confirmed, the state repays part of the loan once, depending on the kit:

| Kit | Share of the loan repaid |
| --- | ---: |
| Generator | 20% |
| With batteries | 25% |
| Solar + generator + batteries | 30% |

The programme does not say how a solar + battery kit without a generator is classified: ask the bank which tier your kit falls under before you sign.

## Who qualifies

Owners (or co-owners) of a private house or townhouse. Apartments do not qualify; residents' associations (OSBB) have their own programme.

## The alternative: EBRD loan with a grant (ESSF)

Partner banks of the EBRD's Energy Security Support Facility lend for solar panels, inverters and batteries up to 30 kW. After installation an EU-funded grant repays 15% of the financed cost without VAT (25% for veterans, internally displaced people, people with disabilities and residents of war-affected areas). At PrivatBank («ЕнергоГрант») the loan is 100,000–1,000,000 UAH for 12–60 months at a variable rate. One loan finances the system: it is this grant or the state loan's repayment, not both — but ESSF also covers solar without a battery.

## Frequently asked questions

### Can an apartment owner use the state energy loan?

No. The household programme is for private houses and townhouses; apartment buildings use the separate programme for residents' associations (OSBB) and housing co-ops.

### Does a solar system with batteries but no generator get 30%?

Not necessarily: the 30% tier is for solar + generator + batteries. The programme does not state how a kit without a generator is classified, so ask the bank before you sign.

### Can I combine the state loan with the ESSF grant?

No. One loan finances the system, so it is either the state loan's repayment or the ESSF grant.
